KERRVILLE, Texas - As floodwaters continue to recede across parts of South Central Texas, communities are shifting from emergency response to the long process of cleanup and recovery.
Gov. Greg Abbott is scheduled to visit Kerrville today to provide an update on the state's response following last week's deadly flooding, which devastated parts of the Hill Country.

Ahead of the visit, Abbott announced he has signed an emergency disaster relief declaration that opens the door for federal disaster assistance in the affected region. The declaration currently includes 28 of the hardest-hit counties, though the governor said additional counties could be added if needed.
Among the counties included are Kerr and Uvalde, where the flooding claimed lives.

The governor said the state deployed more than 2,700 personnel during the disaster, along with numerous resources to support search, rescue and recovery efforts. More than 270 people were rescued during the flooding.
Abbott credited lessons learned from last year's catastrophic flooding with helping improve this year's emergency response.
Because of everything that was learned and experienced in the flood last year, everybody in Texas has been far more prepared to deal with what has happened this year," Abbott said. "There again is one reason why lives have been saved.
Abbott is expected to speak at noon at the Hill Country Youth Event Center on State Highway 27 in Kerrville.
